1. Puts small countries at a great disadvantage.
2. Makes zero sense. Your treasury is in your castle. Why would you need to transfer the money to build a ship or structure to anywhere other than within your own borders where you have armies to defend the land?

Perhaps we should make consequences for assassinations. As in, actually codify some rules on trials and executions. Then being an assassin that can kill for 24 hours at least puts you at greater danger yourself.
