Question about disguises

I know it is a class ability, but would there be any problem with a player who is not a thief actually disguising themselves as a member of another country in order to do something nefarious? I mean legitimately, not just a tunic, but literally pulling off a successful ruse.

Carrying extra armor is not cheesy! Makes sense to do that for easy bits of armor. I may carry an extra helmet from now on.
