As Per the new bylaws the Magistrate now performs rulings on rules that do not involve the bylaws.
The following rulings that were made in 2012 by the President will be continued as written below and changed as written.

Half Swording:
The act of grabbing the blade of your weapon with your hands and blocking an incoming swing. The NC has ruled this to be a safe tactic and it is not against the rules. To clarify - It is legal to use the half sword tactic understanding that while the hit zone rule applies, it is hard to enforce in this instance. What this means is that if you grab your weapon by the blade and use it to parry and your opponent strikes that hand (which is on the blade not the traditional gripping surface of the weapon) your hand is a legal hit zone and will take damage if struck.

Two Weapons in One Hand:
It is legal to hold two weapons in one hand and using them to block is not anviling.

Elders:
Every country WILL offer one Elder each event. Report to the Magistrate or Event Elder.
Elders will enforce the rules, even calling peoples shots, as mandated by the rulebook. Anyone arguing with an Elder will be sat down or sent home dependent on the severity as determined by the Elders.

Poison:
The adventure skills/spells, neutralize poison, immunity to poison and purify food and drink can be used in any scenario in which the use of poison is permitted by the rules.

there has been a question reguarding the costume marshal having the ability to send people home based on these two rule wordings in seperate areas of the rulebook

“The Costume Marshal will inspect the costuming of all participants as they check‐in, and Elders will enforce the costuming rules during game-play. If at any time a participant is found to be not in appropriate garb, they will be required to play with only a single handed sword/club/bar; if they are already participating, they will be made to fight with a single handed sword/bar/club until such time as they have on appropriate costuming.”

“Costume Marshal
The Costume Marshal is responsible for ensuring that participant’s costuming adheres to the rules of Darkon. The Costume Marshal may deny participation in the day’s event to any participant whose costume is deemed inappropriate.”
These are the two situations that has been stated COULD contradict each other.
They do not contradict each other, but currently are to both be used at the costume marshals opinion based upon the players history, time in the game, attitude, and exactly what they tried to go threw check in wearing. If it is a newer player and they attempted to borrow a tunic but are missing shoes and have cargo pants then the marshal would chose probably to allow that player to use the single weapon because they actually tried to follow the rules.
If on the other hand an old vet player shows up and signs in wearing shorts and a wifebeater shirt and pink shoes with underarmor across the shoe. Coming before the marshal saying “I can wear this as it is in the rules” then the marshal has my support 100% to send their ass home… no one has the right to play, people should make attempts to follow the rules and if they chose to not at least do those mimimal attempts then they do not deserve to take the field.
In addition if an old vet continues to have rule violations over and over and over and the marshals have told them time and time again to fix it and they have made 0 attempt to do so that would fall under my additional wording of attitude… they are making no attempts to fix something they are making the marshals look like idiots and asses for actually following the rules…. In this case I do believe the marshal should have the right to warn the player “you can fight in that today with only one weapon but this is the last time you will be allowed to field without making some attempt to follow the rules as written” in this manner they will get a warning that the marshal can track on their own if they wish and the player will have a reasonable chance to fix it before being directed to their car.
Yes there are situations where people cannot afford to get passing gear and they have no country support network and the marshal will make every attempt to help them as EVERY single marshal in the past has been doing to my knowledge – but when a player only fights with one weapon anyway and they continue to not respect the rules as written then they should go home (especially if they are given a clear and official warning) there is no excuse for this especially from our vets when our community is so willing and able to assist them in any way possible to follow the rules. It is not the job of the marshals to babysit everyone nor is it the responsibility of the game to support people who break the rules.

There has been a request to the magistrate about a game ruling on if a warrior mage can read a magic shield scroll and use a magically created shield. --- Per the wording on the warrior mage class and knowing all the discussions that went on about the class as it was being created my ruling is that warrior mages can not use a scroll of magic shield - it will not work for them. I will be updating the official forums on this soon when I have the time (when I post the ruling on arrow blocking) and I will be drafting something and running it threw the official boards about wording for discussion so we can get senates approval or rejection on the wording change that will remove this grey area that is now in place on it.

Thank you everyone who has spoken up on the discussion about arrows and blocking.

" Arrows and javelins must impact by their tips in order to inflict damage; glancing hits do not cause damage. If an arrow is intentionally blocked, caught, or deflected by a participant through means other than a shield, that participant suffers a light wound to the limb that blocked the arrow, regardless of armor. The same penalty applies to a participant who interferes with the flight of a javelin by its tip."

Specifically if a player deflects a arrow by use of a weapon or hand and they are not a monk they are required to take a light wound in the arm doing the deflection regardless of skin spells or armor. Just because you have a magical skin does not impart the ability to move fast enough to perform deflections only allowed to the monk class by either weapon or hand. The damage caused in this case is a penalty for doing something strictly against the rules.

To be clear if your weapon is struck and you had no idea an arrow was coming at you and you did NOT place your weapons to act as a deflection point then and only then you do not have to take a wound. If your weapons are not between you and the archer and they are struck by a arrow and you did nothing to try and target the arrow either by leaving the weapons where they were to act as a shield for another person then again it would not be counted against you for you were not using the weapon to deflect anything and it is incidental contact.

If a arrow hits your weapon and the weapon is between you and the archer and is acting in any way shape or form as a deflection tool you are to take a wound to the arm dropping the weapon to the ground ASAP.

Regardless if we have been as a group doing passive blocking for years the rules are clear on this so follow the rules or if you do not like them how they are now stated go threw senate to change them.
