Do you think that something should be included about not interacting with characters still in play while dead? i hear it mentioned all the time when some dead person yells a warning out to someone about to be backstabbed.

Actually that is already covered under the death rule. However in most cases when you suffer enough wounds to go down you are considered mortally wounded. Reference the bottom of page 86 to the top of page 88. As the book states...
"...Players who are mortally wounded will die five minutes after they suffer the wound if they are not healed. Mortally wounded players cannot stand, fight, or cast spells. They may, however, crawl, speak, quaff a potion, scream in pain and may still hold onto their weapons with any arm that is not wounded. If a mortally wounded player suffers any additional wounds, he is considered dead."
So the answer to your problem: Dead men tell no tales, if you don't want them screaming out warnings, take a moment to finish them off.

If I'm mortal, I will holler out at people. The real way to handle it, is stab anyone that's talking. Just red them the F up. If they aren't making the international sign for "I'm talking OOC"... slay them again. In live play, the only thing a dead player should be able to say is "I'm dead."

When you die, lay on the ground or get out of the way if you feel endangered of getting hurt. If the ground is wet then you may sit up with your weapon on your head. Do not leave the field until the fight is over. Anytime you are dead and not laying on the ground, hold you weapon over your head.
I see nothing about speaking mentioned here, hence my suggestion of adding it to his proposal.

While I understand it is not mentioned, it boggles my mind that we would have to put it in the rules that you can't speak when dead. Unfortunately, we probably need to.

I really don't want to outright rule against speaking at all. Perhaps state that players may not interact in character when dead? This is when most players are congratulating eachother for good fights, etc. If we want to keep the fights rolling, we may not want to prohibit that interraction.. as the conversations would then take place during the lineup.

the reason for allowing some speaking is the 'TREE!' instance. i don't think anyone would get penalized for calling things out for safety.

As has already been said, the President proposal sent to Senate is only to clarify that people do in fact have to lay down when they die. All other tidbits are already in the book.
If someone wants to write something comprehensive to consolidate all of the various things related to death please do so.

I did not include all the other stuff because as has been pointed out. It's already in the rules but it could be consolidated. I'm just not the one that is going to do it. Already working on a huge consolidation project for the club.
