all boats have the same movement rate, 12 points. Only differences are size, crew capacity, gun capacity and income

The idea would be that the people using the scaling ladders cannot be in anyway off the ladder, or they are not counted for the purposes of pushing it off. nothing specific, nor do I have any examples. Was just reading over the rules and it struck me that there's really nothing in the rules about oversight of the NC in either the rules or the bylaws. Was curious, like do nobles even have a code of conduct beyond the normal ruleset?

I've proposed that we hold off any rule changes for the period of 1 year to allow the game time to acclimatize itself, with itself. We've had alot of changes recently, let's slow down for a year.
